NKDC: Apologies were received from Cllr Overton

LCC: Cllr Thompson reported on LCC bus survey; riparian responsibilities questionnaire; letter to LCC regarding B1190; apologies for the next meeting of council

Council session

21.90 To note apologies and accept valid reasons for absence Nil

21.91 To receive declarations of interest The Clerk to Council declared an interest in all matters relating to Lincolnshire Association of Local Councils    

21.92 Minutes of previous meetings It was Resolved: That the minutes of the Meeting of Parish Council held on 12th July 2021 be approved.

21.93 To consider the B1190

Drains

  • Cllr Patrick reported on a meeting with LCC Highways and Upper Witham Internal Drainage Board who will talk to Doddington Hall. LCC will plan to excavate Field's End corner to try to identify a collapsed section of drains.
  • Eagle Moor:  residents will be consulted about a possible plan to transfer water across the road via gullies.

Management of traffic

  • No Community Speedwatch activity. 1 resident has volunteered to be trained.
  • Issues of visibility considered on Black Lane and Lincoln Road. Clerk to write to Cedar Park and Doddington Hall to request hedge trimming.

Speed reactive signs

Clerk to contact the supplier for Eagle and Swinethope Parish Council

Village gates and entrance signs

Suggestions made to add a gate near the existing Doddington village sign on the north of the village and to move the sign nearer to the houses on Lincoln Road. Verges would need to be cut more regularly by Doddington Hall.

21.94 To consider community development

Money earmarked for community use as part of the Paradise Row development could be used to support a restriction on Heavy goods vehicles on the B1190. Any restriction should start from Black Lane through the village, not the A46.

Clerk to write to NKDC planning enforcement to let them know that council is discussing options but will need to wait for input from LCC.

21.95 To consider an event for the Queen’s Platinum Jubilee The Clerk declared an interest in Grantham Danserye.

It was Resolved: that the planned event be cancelled.

21.96 It was Resolved: that standing order 3w be suspended and the meeting be permitted an additional 30 minutes to conclude business

21.97 To consider policies and documents for review or introduction

It was Resolved: that the Publication Scheme be amended as recommended, v1.2 adopted.

It was Resolved: that Standing Orders be amended as recommended, v2.2 adopted.

21.98 To consider councillor training A written report was provided with recommendations considered.

It was Resolved: that Cllrs Mathers and Whiles be registered for the online course A Guide to Being a Good Councillor

It was Resolved: that Cllr Whiles attend the remote course Strategies to identify and recruit new local councillors

21.99 Planning

To consider planning applications validated since the last meeting of council Nil

          The budget was reviewed: no concerns.
