Reports from representatives
NKDC Cllr Overton reported on a response to the Lincolnshire Transport Plan; NKDC online business directory; scrutiny of policies in relation to climate change commitment
LCC Cllr Thompson reported on 2022 survey into Doddington traffic; LCC £12 million deficit; Western Growth corridor; NHS consultation on community diagnostic services; Eagle Moors drainage.

Drainage at Eagle Moors |
Cllr Thompson explained that the time scale for dealing with this is not quick and will involve consultation when a design brief is agreed. Free legal advice should be available from household insurers. |
Budget for the North Hykeham relief road |
Cllr Thompson answered that the central governmentt grant needs to be match funded by LCC. It can't be reallocated as this would risk the relief road not being built. |
Speed of traffic into Eagle |
Cllr Thompson has contacted the Police and Crime Commissioner about enforcement of speed limits. The clerk reminded the meeting that Community Speed Watch had been approved for Eagle Moor but no volunteers had stepped forward for training. One member of the public said she would get involved. |

The budget was reviewed. Attention was drawn to budgeted items still to be actioned involving churchyard maintenance grant, Whisby bus shelter and replacement of computer equipment.

21.156 Planning
i To consider planning applications validated since the last meeting of council
21/1659/FUL Doddington Hall Hall Yard Doddington Lincoln Lincolnshire. Demolition of existing storage building and erection of multi purpose retail and exhibition space building. Council had no comments.
ii To note planning decisions received since the last meeting of council
21/0772/FUL Barn At Doddington Farm Doddington Hall Hall Yard. Rebuild and conversion of existing agricultural building to agricultural learning centre

21.157 To consider policies and documents for review or introduction
It was Resolved: that the Lone Working policy be reviewed without change.
It was Resolved: to adopt the Absence policy
21.158 To consider the NALC/ SLCC Civility and Respect project
It was Resolved: to place an Anti-bullying statement on the parish council website
21.159 Personnel committee
It was Resolved: to accept the Terms of Reference for the committee
It was Resolved: to appoint Cllrs Cunniffe, Mathers and Whiles as members of the committee for the civic year 2021-2022, with Cllr Beale as a substitute member
It was Resolved: to elect Cllr Whiles as chair of the committee for the civic year 2021-2022
It was Resolved: to elect Cllr Mathers as vice-chair of the committee for the civic year 2021-2022
Arrangements would be made by the clerk for annual appraisal with the chair and vice-chair of the committee.
The first meeting of the committee was set for 6:30pm, Monday 10th January 2022, at The Cabin, Blackmoor Farm, Doddington
21.160 To receive an update on changing the Parish Council’s bank account
Paperwork has been started. Current bank account signatories were asked for details to transfer to the new account.
21.161 To receive a report on training attended No report.
21.162 To consider community development
A resident of a neighbouring village, formerly employed by LCC Highways, would be invited to attend the next meeting of council.
A draft consultation document comparing proposals to provide play equipment or traffic management measure was considered for distribution to residents.
21.163 To consider the next edition of the parish newsletter
The next edition including the community development consultation was approved for distribution before Christmas.
21.164 To consider items for inclusion on the agenda for the next meeting of the Parish Council, to be held on 10th January 2022 at The Cabin, Blackmoor Farm, Doddington. Nil
