LCC Cllr Thompson reported on: LCC budget agreed with 1.99% council tax increase; £12 million available for business support; £12.3 million for road repairs to replace central government funding; Green master plan; business support grant schemes

21.25 To note apologies and accept valid reasons for absence Nil
21.26 To receive declarations of interest The clerk declared an interest in correspondence from Lincolnshire Association of Local Councils
21.27 Minutes of previous meetings It was Resolved: That the minutes of the Meeting of Parish Council held on 8th February 2021 be approved.
21.28 To consider development of a play area at Paradise Row
It was Resolved: To go out of council session to allow a member of the public to take part in the discussion
A representative from Doddington Hall informed council that:
• An alternative drainage proposal would be submitted to NKDC relating to planning application 17/1865 Paradise Row
• Increased numbers of visitors to the area during the period of lockdown with additional noise, litter and car parking had led to reconsideration of whether the planning application for a play area 18/0403 was in the best interests of the parish.
The clerk would seek advice from NKDC whether alternative proposals to enhance community facilities using a financial contribution from Doddington Hall could be considered.
A virtual meeting was suggested for interested parties for a proposal involving St Peter’s Church
The clerk would remind Lincolnshire County Council and Upper Witham Internal Drainage Board to contact Doddington Hall about local drainage concerns.

21.29 To consider continuation of the scheme for delegated authority It was Resolved: that the scheme for delegated authority be continued
21.30 To consider adoption of Council email accounts and purchase of a domain name
It was Resolved: that the recommendation to adopt a .gov.uk domain for Council email accounts be accepted.
It was Resolved: That the recommendation to contract CloudNext to set up a .gov.uk domain name and provide email accounts as necessary be accepted.
21.31 To consider preparation for the Annual Parish Meeting 12th April 2021 Planning for the meeting was discussed.
21.32 To consider policies and documents for review or introduction
i. It was Resolved: that a new emergency scheme for delegated authority be introduced from May 2021
ii. It was Resolved: that an expenses policy be adopted
iii. It was Resolved: that a financial reserves policy be adopted
iv. It was Resolved: to accept a published data map
v. It was Resolved: to accept a revised risk management register
Council’s attention was drawn to areas of potential risk in need of monitoring.
