NKDC: Cllr Overton reported on
- Central Lincolnshire Local Plan committee meetings;
- Local Government Association peer review for NKDC;
- Kerbside bin collection;
- UK Food Information Amendment (‘Natasha’s Law’);
- Request to attend winter meetings of parish council remotely.
LCC: Cllr Thompson expanded on a written report relating to:
- Correspondence relating to B1190;
- NHS services public consultation;
- LCC salt bag offer.

21.118 To note apologies and accept valid reasons for absence Nil
21.119 To receive declarations of interest
The Clerk to Council declared an interest in all matters relating to the Lincolnshire Association of Local Councils.
21.120 Minutes of previous meetings
It was Resolved: That the minutes of the Meeting of Parish Council held on 6th September 2021 be approved.
21.121 To consider the B1190
- Meeting to be requested with Lincolnshire Road Safety Partnership to review current provision and possible addition of new safety measures.
- Council to resume Community Speed Watch activities.
- CSW Training date to be arranged with Sgt Whyte, Lincs Police, for new volunteers.
- LCC Highways managers and Upper Witham Internal Drainage Board to be contacted to follow up earlier offer of meetings.
- Doddington Hall to be contacted about concern raised about families crossing road after leaving pumpkin field.
21.122 To consider Christmas activities
The clerk would investigate provision of a card for all households to be combined with a newsletter and annual information sheet.
21.123 It was Proposed and seconded that council would reopen discussion of a Queen’s Platinum Jubilee event - motion not carried.
21.124 It was Resolved: that standing order 3w be suspended and the meeting be permitted an additional 30 minutes to conclude business
21.125 To consider banking arrangements
It was Resolved: to change banks from HSBC to Unity Trust
21.126 To consider investment of council finances
- Accounts available with CCLA Investment were considered.
- A meeting would be arranged with Doddington Hall to discuss community development and money associated with this.
21.127 To consider appointment of a personnel committee

21.128 To consider policies and documents for review or introduction
- It was Resolved: That the Complaints policy be reviewed with updated contact details but on other change.
- It was Resolved: That the Equality policy be reviewed without change.
- It was Resolved: That the Health and Safety policy be reviewed without change.

- T1047 Lime - Crown clean, sever Ivy and remove chicken wire from stem;
- T1046 Sycamore - Crown clean;
- T1045 Sycamore - Fell;
- T1044 Sycamore - Fell;
- T1043 Ash - Fell;
- T1042 Oak - Crown clean Oaks roadside;
- T1041 Oak - Crown clean over road.
Council had no comments.

Notification of Intended Works to Trees in a Conservation Area
- T1 Red Oak – upper branches to clear roof and neighbouring property by approx. 2m
