Minutes of the Meeting of Parish Council held in The Cabin, Blackmoor Farm, Doddington on Monday 11th November 2019

Public forum

A request was made for support for a Toucan crossing outside Doddington Hall to help residents, visitors and staff. 

• The cycle path has increased use and parkrun will be starting in 2020. Both need a safe location to cross. 

• Lincolnshire County Council will do a road survey in the spring. 

• Numbers of people crossing have been estimated by Doddington Hall from till receipts.

• A more accurate traffic count is needed outside the church

• People counts will be needed indicating age estimates to indicate numbers of children or more elderly pedestrians crossing the road. 

• Both the traffic count and pedestrian counts can be arranged by Giant Bike Store

• The roadside speed indicator needs repair but will be able to provide data again. 

 

Cllr Thompson drew attention to current issues in the Western Growth Corridor and possible source of support from the Physical activity task force

A cycle path along the B1190 from Doddington to A46 was discussed. Issues to be considered include the cost of provision and the number of different landowners.

NKDC • Cllr Overton sent apologies. 

Cllr Appleby sent a written report on: enforcement action regarding single person council tax discount claims;  United Nations International Day for the Elimination of violence against women; pilot scheme to collect recyclable card and paper waste.

LCC Cllr Thompson reported on: correspondence relating to the B1190;  consultation on new speed limits on Thorpe Road, Whisby.

Cllr Beale was presented with a certificate from LALC to mark 20 years of service to Doddington and Whisby parish.

Cllr Beale declared a non-pecuniary interest in matters relating to refurbishment of the telephone kiosk.

Cllr Patrick declared a pecuniary interest in matters relating to refurbishment of the telephone kiosk.

19.117 Minutes of previous meetings  

 It was Resolved: That the minutes of the Meeting of Parish Council held on 14th October 2019 be approved.

19.118 Matters arising from minutes 

i. 18.99 Refurbishment of the Doddington telephone kiosk

Thanks were given to to Cllr Cunniffe, Mr Hammond-Haley and RP Coatings (sandblasting and painting). 

It was requested that correspondence with Came and Company (Insurance) be deferred regarding contractors.

Future purchases to investigate: 

1. ‘Telephone’ identification glazing panels to be replaced with ‘Information’

2. Motion control sensor light

It was Resolved: That payment be authorised for concreting and labour  

It was Resolved: That payment be authorised for gravel, sand, mastic and other materials 

ii. 18.130 Community Speed Watch

Five more volunteers have been trained making ten in total. A doodle poll has been started online to coordinate sessions. Some work is needed to access this easily. 

Thorpe Road, Whisby may become an option as a community speedwatch location if a 40mph zone is approved.

iii. 19:36 Litter pick

Six participants took part on 20th October. 

Clerk to report to NKDC that rubbish was not collected from Whisby Road, ask about street cleaning for Kennel Lane and request a roadside litter collection on B1190

It was Resolved: That refreshments be provided for participants following litter picks

iv. 19:63 Doddington Post box

No further progress.

v. 19:96 Doddington Hall car park

No response to correspondence. Clerk to contact Doddington Hall ask if the chain is ever locked.

19.119 To consider provision of a pedestrian crossing in Doddington

Council will support a crossing but believes that the priority remains a weight limit for the village.

19.120 To consider cycle networks

No action decided

19.121 To consider adoption of a parish council vacancy policy and person specification

It was Resolved: that the Vacancy Policy and Person Specification be approved.

19.122 To consider adoption of a parish council training policy

It was Resolved: that the Training Policy be approved.

19.123 Planning

i. To consider planning applications validated since 14th October 2019

Lay underground pipe array for ground source heat pump.

Council considered the application and had no comments to make.       

• 19/1530/TPO

T1 Sycamore - crown reduction in height from approx 10m to 7m / lateral branches from approx 4-5m to 2-3m, crown lift to approx 12ft - small branches only

2B Thorpe Road Whisby Lincoln Lincolnshire LN6 9BT      

Council considered the application and had no comments to make.     

• Thorpe Road, Whisby – 40mph & 50mph speed limit order extensions  

Council supports the proposal and requests that the 40mph limit continues north along Thorpe Road until just south of Whisby crossroads

Alterations to existing forestry track to include widening and reinforcing of tracks and construction of culverts.
