NKDC Cllr Overton reported on: 

Presentation from PCC Marc Jones to NKDC; National Ploughing Championships; NKDC Awards; Empty Homes; new council homes; additional recycling bins pilot; Norton Disney & Skellingthorpe animal rendering plants.

LCC Cllr Thompson sent apologies and a written comment: 

LCC Highways Dept are waiting for a response from Lincolnshire Road Safety Partnership regarding matters under discussion at Doddington & Whisby and Thorpe-on-the-Hill Parish Councils.

19:105 Minutes of previous meetings  

 It was Resolved: That the minutes of the meeting of Parish Council held on 23rd September 2019 be approved.

19:106 To receive the clerk’s report on matters arising from minutes 

i. 18.69 Restrictions on traffic travelling on B1190 through Doddington No report

ii. 18.99 Refurbishment of the Doddington telephone kiosk.

Kiosk has been removed from site and is ready for sandblasting. Thanks go to Doddington Hall for the use of their teleporter and all involved in restoring the box

iii. 18.130 Community Speed Watch

Survey carried out 26th September as part of Project Edward (European Day Without A Road Death).

Next training planned for 23rd October.

iv. 19:36 Litter pick 

Next events planned for 20th October and 19th January 9am

v. 19:63 Doddington Post box 

Work order approved to move box across the road. Clerk to check exact location with Royal Mail.

vi. 19:96 Doddington Hall car park

Doddington Hall security staff padlocking the gate following a burglary at the building site. Clerk to contact to check timing each evening. 

19:107 To consider streetlighting 

It was Resolved: that the lantern at Whisby crossroads be replaced with LED lighting

19:108 To consider policies for review or introduction

i. Complaints 

It was Resolved: that the Complaints Policy be approved.

ii. Equality

It was Resolved: that the Equality Policy be approved.

iii. Health and Safety 

It was Resolved: that the Health and Safety Policy be approved.

19:109 To consider the parish welcome pack

The draft welcome pack was reviewed, amended and approved. 150 copies would be ordered, printed onto card.

19.110 To consider the council newsletter

The draft newsletter was reviewed, amended and approved. 150 copies would be ordered.

19.111 Planning

i. To consider planning applications validated since 23rd September 2019

19 1289 PNAGR Doddington Hall 

Alterations to existing forestry track to include widening and reinforcing of tracks and construction of culverts.

Council considered the application and had no comments to make.                     

ii. To note planning decisions received since 23rd September 2019

None received.
