NKDC A written report was received from Cllr S Appleby concerning:
• Budget 2019/2020 approximately £13.1million to be presented to Executive Board
• £200m investment plan for district
• £40 million new business park near Sleaford
• Application of new animal welfare protection rules
• Trial voter ID scheme for May 2019
LCC Cllr Thompson gave a verbal report regarding:
• Lincoln Transport Strategy public and stakeholder workshops
• B1190 – no response yet to correspondence with Dr Caroline Johnson MP.

It was proposed, seconded and Resolved: That the minutes of the meeting held on 10th December 2018 be approved.
19.04 Matters arising from minutes
- 18.99 Refurbishment of the Doddington telephone kiosk.
Waiting for contact from X2Connect for prices of parts and spares and refurbishment from Unique Outlets in Retford regarding a quote for refurbishment
Offer received from a resident offering paints FOC from a local paint company.
The box is probably pre-1964 which will affect the selection of paint.
Cllr Whiles to contact a local farm regarding possible assistance with cleaning

Invoice for Allen Signs received and cheque ready to sign at this meeting
- 18.130 Community Speedwatch
Hand held radar gun now purchased.
Cheques for hi-visibility safety equipment and signs ready to sign at this meeting.
Clerk to purchase tally counters and clipboard.
Training provisionally arranged with Sgt Whyte at North Hykeham Police for Monday 4th February.

Lincolnshire Road Safety Partnership to arrange site visit to assess locations:
Doddington Lincoln Road outside number 3- both directions; Main Street- near car park entrances

Fence will be replaced in the original position, gates to be installed.
19.05 To consider a speed limit on Thorpe Road, Whisby
LRSP to be contacted to request speed survey and find out what evidence will be needed to change the speed limit.
19.06 To consider the budget and precept 2019-2020
It was proposed, seconded and Resolved that the precept be increased for 2019-202 by 14.46%
Budget set at £8,120, an increase of £890 since 2018-2019.
Band D household bill will be £71.84, an increase of £9.07 for the year.

19.08 Planning
To consider planning applications validated by NKDC since 10th December 2018
18/1685/VARCON 1 Paradise Row Main Street Doddington Application to vary condition 4 (approved plans) of 18/0403/FUL (Children's play area in association with parallel application for housing on adjacent land (ref 17/1865/FUL)
Comments from Parish Council:
Parish Council has discussed this plan with the applicant in the meeting in December 2018.
Council is broadly in support of the plan to provide surface water runoff for the Paradise Row Development.
Council also supports the applicant's offer to use this development to assist with drainage issues on Lincoln Road.
Council is sceptical, however, regarding the impact that this proposal will have in preventing flooding on Lincoln Road.
Council has been in discussion with Doddington Hall for over two years about this matter.

N23/27/64/0385/14 Whisby Quarry, Eagle Road, Whisby, Lincolnshire, LN6 9BT To extract sand and gravel from land to the west of Whisby Quarry (adjacent to Swinderby Road and Beehive Lane); to utilise the existing quarry infrastructure, plant site and access onto Eagle Road to facilitate the development; and to restore the site to a mixture of water bodies, grassland, woodland and agriculture
