Doddington and Whisby Parish Council
Notes of the Parish Council Meeting held at The Cabin, Blackmoor Farm, Doddington at 7pm on Monday 4th July 2022.

Cllr Thompson had sent in the following report:
Lincolnshire Show 2022
The Show returned for the first time in 3 years having been cancelled due to Covid. Lincolnshire County Council joined with North and North East Lincolnshire with the theme of “One Lincolnshire - Think bigger” and had stand displays, entertainment and “Meet your councillor” events in the marquee. The stand was awarded the “Best in show – non-agricultural stand”.
City of Lincoln Council - Western Growth Corridor
A bid for £20million from the Government’s Levelling Up fund to design and build a bridge over the railway, connecting the WGC development to Tritton Road, is being put together by Lincoln MP, Karl McCartney, City of Lincoln Council, County Council and Department for Levelling Up. A condition of support for this is that bus only restricted sections of the spine road included in the plans will be open to all road users. If successful this bid will alleviate current congestion on Skellingthorpe Road and elsewhere and should be more timely and effective than the mitigation measures within the planning approval. I have contacted the City Council with my support of the bid on these terms.

Cllr Overton reported that the Sculpture Trail would be open on 16th July and that ‘Small Business Saturday’ was on 3rd December. A discussion followed regrding the new NKDC Code of Conduct.

c. To update on the change of the Parish Council bank account to Unity Trust
The Clerk reported that the transfer from HSBC to Unity Trust Bank was going through and funds should be transferred within a week. Councillors were asked to log on to the account and familiarise themselves with the procedures for approving payments.

The direct debit for NEST Pensions was signed by the Chair and would be submitted by the Clerk.

5. Planning

b. Town and Country Planning (Development Management Procedure) (England) Order 2015 NOTICE UNDER ARTICLE 13 OF APPLICATION FOR PLANNING PERMISSION FOR THE WINNING AND WORKING OF MINERALS BY UNDERGROUND OPERATIONS.
Blackland Park Exploration (part of BritNRG Limited group) is applying to Lincolnshire County Council for planning permission for the drilling of a side-track to an existing oil producing well. The scope will also include testing, validation and long-term oil production using the existing site access off eagle road and ancillary facilities available at the Whisby wellsite, Eagle Moor, Lincoln, Lincolnshire, LN6 9DP.
The Clerk would follow up on the offer of a site visit with Councillors.

6. To consider any updates relating to the purchasing of additional Speed Indicator Devices.
Three locations had been agreed with LCC Highways. Posts were to be installed and the Clerk would obtain quotes for 3 new Speed Indicator Devices.

7. To report on the meeting held with LCC Highways.
A successful meeting had been held with LCC Highways. It had been agreed that two traffic counters would be used to look at the volume, type and speed of traffic and, if necessary, then police cameras will be used in the area again.
Further discussion was held and the Council would speak to landowners regarding trees, hedges and other vegetation that needed cutting back to improve road safety.

8. To consider adopting the NKDC Code of Conduct.
Following a vote it was unanimously resolved to adopt the new NKDC Code of Conduct. Councillors signed the agreement forms.
9. To agree the contract of employment for the Clerk.
Following a vote it was unanimously resolved to agree the wording of the Clerk’s contract. The contract was signed by the Chair and the Clerk.
10. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
Future agenda items – traffic, road signage.
A full traffic study, undertaken by a consultant, would be considered once funds from the recent development had been received. The Clerk would follow up concerning the expected funds from the developer.

The Council would speak to the landowner at Church Farm corner regarding damaged fencing that was protruding towards the road.
