Doddington and Whisby Parish Council

Minutes of the Parish Council Meeting held at The Cabin, Blackmoor Farm, Doddington at 7pm on Monday 30th May 2022.

Present: Cllr. G Patrick (Chair), Cllr. G Beale (Vice Chair), Cllrs. E Mathers, M Cox and M Cunniffe

1.   To receive any apologies for absence

Cllr S Whiles had sent her apologies, reason accepted.

2.   To receive any declarations of interest

Cllr Cox declared an interest in item 5, Planning application 22/0265/FUL.

Cllrs Beale and Mathers declared an interest in item 5 planning application 22/0479/FUL as they were both owners of nearby caravan parks.

3.   To receive the minutes of the Parish Council Meeting 17th May 2022 previously circulated to members.

Following a vote it was resolved unanimously that the minutes from 17th May 2022 were an accurate record of the meetings.

c.   To update on the change of the Parish Council bank account to Unity Trust

The Clerk reported that the paperwork for the application was complete and would be submitted once all required proof of identity had been received from councillors.   

5.   Planning

22/0479/FUL
Whisby Garden Centre,
Whisby Road, Whisby Moor.

Proposed extension to existing cafe, touring caravan site, visitors' lodges, conversion of existing dwelling to use as offices and construction of 2 no. workers' lodges

The Parish Council supports the business proposal of this planning application.  However, we have strong concerns, that have been expressed previously, regarding traffic and pedestrian safety on Whisby Road.  Better signage and entrance widening would improve safety for those entering and exiting the site as well as those using the main road.  There has already been a substantial increase in pedestrians accessing the site via the main road, which has not even got a verge in places.  We feel that the number of pedestrians entering and exiting the site is likely to increase further with this proposal.  A footpath and a reduction in the speed limit near the site to 30mph would improve safety in the area.
Cllrs Beale and Mathers did not vote on this item.

Erection of a single storey dwelling

The Parish Council has no objection to the proposal.  No doubt the planning officer will take into consideration any valid objections that have been raised by residents.
Cllr Cox left the meeting while this matter was discussed and voted on.

Location: Church Farmhouse , Kennel Lane, Doddington, Lincoln, Lincolnshire
 

G1 leylandii - reduce in height to approx. 5m and lateral reduction of 1m on garden side; T1 leylandii - fell; T2 Willow - Reduce by approx. 4m in height and 2m in width; T3 Willow - reduce to first growth point from ground level (approx. 4m high); T4 Western red cedar - reduce by no more than 2m all round to reshape and rebalance; T5 Sycamore - Fell; T6 Sycamore - reduce by 2m all round and remove damaged limb in top of crown

The Parish Council has no objections to the proposed works.  We would ask if a reduction of 1 metre in width of the leylandii on the roadside could also be considered to improve visibility for road users.

 

6.   To consider any actions required prior to purchasing Speed Indicator Devices.

The Clerk would invite Graeme Butler, Lincolnshire Road Safety Partnership, to the meeting with the Chair and LCC Highways.  Positions for additional speed indicator devices could then be agreed.

7.   Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.

No decisions may be made under this section, but councillors may wish to use this to flag up issues.

The Clerk advised that an error had been made on the pension contribution and this would be amended in June.

Councillors were happy with the redesigned website and the work would continue as agreed.
