Doddington and Whisby Parish Council
Notes of the Parish Council Meeting held at The Cabin, Blackmoor Farm, Doddington at 7pm on Monday 7th November 2022.
Present: Cllr. G Patrick (Chair), Cllr. G Beale (Vice Chair), Cllrs. M Cox, E Mathers and M Cunniffe

Cllr Thompson had sent in the following report:
Lincolnshire Fire and Rescue Community Risk Management Plan
Lincolnshire Fire and Rescue develops a Community Risk Management Plan every four years. Work has started on the next CRMP which will be published in April 2024. The plan weighs up the biggest risks to people, places and the environment and explains how resources will be used to reduce those risks and keep people in Lincolnshire safe.
Data is used to understand the risks, but what you tell us is vital. This first stage will help us understand more about what you see as the main risks.
The CRMP engagement survey is about identifying what people in Lincolnshire think are the greatest fire risks to them and is open for responses until 2pm on Wednesday 7thDecember 2022.You can find more information, and the opportunity to participate here:

1. To receive any apologies for absence
Apologies were received and accepted from Cllr S Whiles.
2. To receive any declarations of interest
None
3. To receive the minutes of the Parish Council Meeting 3rd October 2022 previously circulated to members.
Following a vote it was resolved unanimously that the minutes from 3rd October 2022 were an accurate record of the meeting.

Reviewed.
e. To consider the budget setting and precept requirements for 2022/23
The Clerk had prepared a draft budget for the Councillors to consider. This was agreed and it was noted that further amendments could be made prior to requesting the precept in January.

6. To report on the unilateral undertaking to secure the £40K against traffic calming measures in the parish of Doddington and to formally issue the consultation response in relation to the previously proposed play area.
Following a vote it was unanimously resolved to accept the unilateral agreement approach with Doddington Hall for a £40K contribution from the developer to be spent over a period of up to 10 years on traffic calming related measures within the parish of Doddington and Whisby.
The Clerk would send confirmation of this to NKDC planning along with the previously sent consultation response.
A discussion was held regarding potential outcomes from using consultants that can review issues and discuss matters with LCC Highways
7. To arrange installing the additional Speed Indicator Devices.
Cllr Patrick would set up the new Speed indicator Devices and speak to Doddington Hall staff regarding help to install them.
8. To report on footpath and bridleway maintenance works.
No further updates.
9. To request revised Register of Interest forms, where applicable, as requested by NKDC.
Cllrs Patrick and Beale handed in their revised forms. The Clerk would send these to NKDC. Cllr Whiles had not yet completed a form.
10. Clerk and Councillors Reports (for information only), including a review of actions from minutes and matters that Councillors wish to be brought to the next or subsequent meetings.
No decisions may be made under this section, but councillors may wish to use this to flag up issues.
The Clerk had reported that £71.40 contribution towards litter picking was due in from NKDC and a VAT refund had been claimed for £1,741.70.
Cllr Patrick would ask Cllr Whiles to check the new defibrillator.
Cllr Beale reported that the poppy wreath had been taken to Doddington Hall and would be hung on the Church door.
