Reports from representatives

LCC:  Cllr Thompson reported on Lincolnshire County Council lobbying for £12 million previously provided by central government for road maintenance; Western Growth Corridor.

Comments from members of the public

Comments were made on parish council’s consultation relating to playground provision and traffic management measures, width of B1190, past surveys.

Q. Have planners agreed that money for community development can be spent on traffic proposals?

A. Subject to resident consultation.

Q. How do we progress with Highways England?

A. It needs to fit in with national priorities including environmental concerns. Link is through the MP.

The Clerk to Council declared an interest in correspondence from Lincolnshire Association of Local Councils                                              

22.03 Minutes of previous meetings  

It was Resolved: That the minutes of the Meeting of Parish Council held on 13th December 2021 be approved.

22.04 Finance

 To review and consider payment of accounts

It was Resolved: That Council approve the payment of accounts

ii  To review budget, income and expenditure to 10th January

Bank statement received 30th December 2021 £24,418.86

Online balance 5th January 2022 £24,418.86

Expenditure since last meeting: £544.55

Expenditure year to date: £4,590.44

Income since last meeting: Nil

The budget was reviewed. Attention was drawn to electricity price rise and banking charges.

22.06 Planning

To consider planning applications validated since the last meeting of council Nil 

ii To note planning decisions received since the last meeting of council Nil

22.07 To receive a report from a meeting of the Personnel committee and consider any recommendations.

It was Resolved: to approve an increase in the clerk’s working hours

It was Resolved: that the clerk’s salary be increased by one scale point

It was Resolved: that the clerk should claim payment for annual leave with the March salary.

22.08 To receive a report on training attended

No report.

22.09 To consider the parish newsletter

Council will provide information online in future rather than delivering directly.

22.10 To consider community development

Council will wait for the conclusion of the current consultation

22.11 To consider Council’s budget and precept requirements for 2022-2023

Cllr Beale declared an interest in the budget item Heating oil /room hire

It was Resolved: to set a budget of £9,400, with no change to the precept at £78.97

22.12  To consider items for inclusion on the agenda for the next meeting of the Parish Council, to be held on 14th February 2022 at The Cabin, Blackmoor Farm, Doddington
