Minutes of the meeting held in The Cabin, Blackmoor House, Doddington on Monday 10th December 2018 at 6.30pm.

Public forum

To receive questions and comments from members of the public for a maximum of 15 minutes.

Mr Birch from Doddington Hall gave information on a plan to create a drainage pool as part of development at the Old School Yard which could assist with relieving blocked ditches on Lincoln Road.

 

Reports from representatives

Lincolnshire Police Apologies were received from PCSO Sarah Lingard.

No crimes were reported.

 

NKDC Apologies and a written report were received from Cllr S Appleby concerning: 

  • 'Brains of Kesteven' charity quiz 
  • The Joint Revenue & Benefits Service (Lincoln City Council and NKDC);
  • Lincolnshire Waste Partnership;
  • Social housing in Quarrington.

 

LCC Cllr Thompson gave a verbal report regarding:

  • B1190 – no response yet to correspondence with Dr Caroline Johnson MP.

Cllr Patrick declared an interest in payments to be approved.

 

18.128    Minutes of previous meetings

It was proposed, seconded and Resolved: That the minutes of the meeting held on 12th November 2018 be approved. 

 

18.129 Matters arising from minutes

  • 17.78.3 Blocked dyke on Lincoln Road      

Proposed solution from Doddington Hall. Pipe to divert drainage water from Lincoln Road to new overflow pond at Old School Yard development.

Questions for Doddington Hall: 

Will the proposed pond be securely fenced all around?

Will the pond be low enough to accept run off water from the Lincoln Road drain?

  • 18.98 Replacement of the Whisby noticeboard. 

Now completed.

Invoice to come from Beal Property Services.

Overhanging bush also trimmed at the same time.

  • 18.99 Refurbishment of the Doddington telephone kiosk. 

Correspondence was considered from Wellingore and Digby Parish Councils.

Cllr Patrick to contact X2Connect for prices of parts and spares.

Clerk to ask for a quote  for refurbishment from Unique Outlets in Retford.

 

  • 18.119 Kennel Lane notice

Allen Signs quotation for sign £56.56   Proposed wording "Turning area, No Parking, Doddington and Whisby Parish Council".

It was proposed, seconded and Resolved That the quotation from Allen Signs is accepted plus additional expenditure on concrete and wood of not more than £20.

 

18.130 To consider highway safety

Hand held radar gun is ready to be ordered in accordance with minute 18.120

Hi-visibility safety equipment and signs need further contact with the suppliers. The total order should come to £486.

Posters to be created to advertise training for noticeboards when arranged with North Hykeham Police. Interested residents to be contacted about this.

 

18.131 To consider changes to the fence and pathway at the churchyard

It appears that an informal path has been made through the churchyard close to or over graves. 

Question: Will the Church will be reinstating the fence and/or moving the footpath? 

Cllr Beale to talk to Mr Jarvis.

18.135 To consider items for inclusion in the precept 2019-2020

  • Parish engagement event;
  • Telephone kiosk £600;
  • Election reserve: extra £500 pa to be allocated;
  • Consider an extra £2000 traffic reserve
  • Check reserves in place
