Lincolnshire Police Apologies were received from PCSO Sarah Lingard.

No crimes were reported.

  • NKDC Apologies were received from Cllr S Appleby and Cllr P Rothwell.

Cllr Appleby sent a written report concerning: Whisby Natural World Centre

  • LCC Cllr Thompson gave a verbal report regarding: Social care additional funding; Active Lincolnshire: Lincolnshire Physical Activity Task Force; Gritter blessing; Gritting routes; Highways update

18.117    Minutes of previous meetings

It was proposed, seconded and Resolved: That the minutes of the meeting held on 8th October 2018 be approved. 

 

18.118 Matters arising from minutes

  • 17.78.3 Blocked dyke on Lincoln Road                      

No further information received. Clerk to follow up.

  • ii) 18.98 Replacement of the Whisby noticeboard               

Cllr Patrick now has keys to the board and will replace

  • 18.99 Refurbishment of the Doddington telephone kiosk

Clerk to contact Wellingore and Digby parishes regarding their progress on kiosk refurbishment 

 

18.119 Kennel Lane

To consider provision of a ‘No Parking’ notice 

Cllr Patrick will investigate suitable wording and cost. Council has power to install under Road Traffic Regulation Act 1984 s72.1

 

18.120 Highway Safety

  •  TFM, Thorpe Road Whisby. It was reported that up to approximately 700 transactions are made per week, an increase of 300% over the last three years. This involves 1400 lorry movements together with an increased number of lorries for deliveries. This site is near a school bus stop with houses and businesses on both sides of a twisting road. There is a weight limit in place and council would request a 40mph limit.

Clerk to request data on accidents in that area from LRSP, then pass on to Highways. Also  to request similar data on B1190; Black Lane. 

 

  • Community Speedwatch

Recommendations had been received from LRSP regarding hand-held radar, warning signs and protective equipment.  

It was proposed, seconded and Resolved that equipment be purchase as specified. 

£1000 has been allocated in the budget for 2018-2019 for highway safety equipment

 

18.121 Newsletter

Amendments were made to the draft newsletter. The Clerk will produce a final version for printing by printtalk and distribution by councillors across the parish.
