Draft Minutes of the meeting held in The Cabin, Blackmoor House, Doddington on Monday 10th September 2018 at 6.30pm.

Public forum

A resident raised the following points for discussion

• litter and woodland waste in dykes

• stop signs at junctions.

 

Reports from representatives

Lincolnshire Police Crimes reported 

• 18/8/18 – Theft of sunglasses – Doddington Hall            

• 28/8/18 – Quadbike stolen from container – Saxilby Road.

 

NKDC Apologies were received from Cllr S Appleby.

 

Cllr Rothwell gave a verbal report on planning applications 4th September at NKDC discussed rendering applications at Norton Disney & Skellingthorpe. NKDC have raised objections to both plans.

 

Parish Council requested that the following items be considered with regard to ongoing discussion of  PL/0055/18 Jerusalem Farm, Skellingthorpe:

Impact of lorries, including gas emissions; Housing included in application  could be considered a break clause; Land ownership of access road not confirmed; 3 year commitment by applicant not sufficient

 

LCC Apologies were received from Cllr M Thomspon

A report was received regarding 

FixMyStreet reporting to LCC Highways; Surface dressing of roads; Correspondence regarding B1190

18. 96 Minutes of previous meetings

It was proposed, seconded and Resolved: That the minutes of the meeting held on 13th August 2018 be approved. 

 

18.97 Matters arising from minutes

i) 17.78.3 Blocked dyke on Lincoln Road

The matter had been raised again with Doddington Hall who would investigate.

ii) 17.84  Kennel Lane ‘No Parking’ sign

No further action will be taken by LCC Highways.

iii) 17.106 Community Speedwatch initiatives

At least 4 volunteers are available with sites identified in Whisby and Doddington. Clerk will contact Community Speedwatch to request training from neighbourhood policing team.

iv) 18.69 Report commissioned into PL/0055/18 Jerusalem Farm, Skellingthorpe

Issues regarding the incorrect naming of the Parish Council within the report have been put right. 

It was proposed, seconded and RESOLVED: That £420 be paid to Doddington Hall as agreed for the report objecting to the proposal PL/0055/18 when a new invoice is received.

It was reported that Skellingthorpe Parish Council did not attend the planning meeting at NKDC on 4th September and that Mr Birch of Doddington Hall spoke in objection to the proposal. 

 

18.98 Noticeboard

It was proposed, seconded and Resolved That £100 be approved for installation of noticeboard in Whisby

 

18:99 Telephone Kiosk

Work on the telephone kiosk was discussed. The clerk would put a proposal together and contact Lincs CC for funding opportunities.

 

18:100 Litter picking

A grant application has been submitted on behalf of the council to NKDC. A litter-picking activity in each village in the parish will be scheduled for 9am, Sunday 29th October

 

18:101 To note correspondence received 10 July- 13th August 2018

The following items of correspondence were presented to the Parish Council for consideration:

  • Lincolnshire County Council: MT Community Speedwatch; MT LCC fault reporting; MT B1190; R Davies MT B1190; MT B1190
  • North Kesteven District Council: Open Space Strategy
  • Lincolnshire Fire and Rescue Service: FRS Preparing for the unexpected; FRS Community engagement
  • LALC: Community Engagement Course; Community-led housing; Local councillors’ networking day/ AGM
  • Other: HSBC change of mandate; Bransby Horses
  • Funding: Lincs Funding Portal newsletter
  • LALC:  Annual Training Scheme was discussed.

It was proposed, seconded and Resolved: That Doddington and Whisby Parish Council joins the LALC annual training scheme.

Places on courses were requested as follows:

  • Cllr Beale: IT Skills: Basic Excel 2010
  • Clerk: Council Finances and budgets

Requests were made that the provision of other courses be investigated:

  • Planning
  • Chairmanship

18:102 Planning

i) To consider planning applications validated by NKDC since 13th August 2018  

18 1072 and 18 1073 Doddington Hall.      

Council had no comments to submit.

 

ii) To note planning decisions received from NKDC since the 13th August 2018

None received.

   

18.103 Financial matters

a) To review and consider parish council insurance

It was proposed, seconded and Resolved: That the insurance proposal from Came and Company for 2018-2019 be accepted.

b) To review and consider payment of accounts 

It was proposed, seconded and Resolved: That Council approve the payment of accounts

Reviewed with discussion on reserves and expenditure.

The clerk will follow up contact with HSBC to continue the process of transfer of secretary details.

 

18.104 Progress reports on portfolios

Council will not follow this up further.
