Doddington and Whisby Parish Council
Minutes of the Parish Council Meeting held at the Stable Yard Office at Doddington Hall on 7th September 2026 at 6pm.
2026.09.01. Welcome. Councillor Robinson welcomed everyone to the meeting and thanked everyone for their attendance.
2026.09.02. Public Forum. No members of the public were present.
District Council and County Council Updates
District Councillors Goldson and Johnston advised that they had just received news of an announcement made by the Secretary of State in Parliament regarding the Local Government Reorganisation plans for several areas including Lincolnshire. Following legal challenges to the plans, they were now on hold until a time when a review could take place and for now it is business as usual at the District Council.
Councillors Goldson and Johnston also advised about a recent meeting they had attended by the Trent Supercluster. The organisation is transforming 3 former power stations and the development of the site at Cottam could have an impact on the parish in terms of increased traffic. The Parish Council asked the councillors to keep us up to date with any news on the development and Councillor Robinson agreed to contact the group to ask for Doddington and Whisby to be included in any updates and planning events. Lincolnshire County Council
County Councillor Woodruff advised that the Highways department is currently developing their FixMyStreet application tool and he is taking part in the initial trials. It is hoped that once implemented, Parish Councils will be given access to the system which shows live updates of works in progress. Councillor Robinonson offered to trial the system if the team needed a volunteer.

Notes taken at the previous Parish Council Meeting on 6th July 2026 were approved as a true record of events and signed by the Chair.
2026.09.06. Finance Report
6.1. Items of expenditure and income received were agreed and noted. Appendix A part i.
6.2. The budget position to date was noted. Appendix A part ii.
2026.09.07. Planning. N/a.
2026.09.08. Clerk’s report.
i, Traffic calming. Councillor Robinson advised that he had been in contact with Kyra Nettle in the Highways team following the receipt of the last traffic study which had shown a significant decrease in the volume of traffic to the previous study. After gathering data from Doddington Hall regarding the dip in visitors at the time of the study, which was due to the extreme heat conditions, a repeat survey was requested by Councillor Robinson so that a more accurate and representative picture of normal crossing levels can be established. The request has been approved and should be in September or October.
ii. Village gates. The locations have been agreed, and the clerk will submit the application. Councillor Robinson agreed to first check with Doddington Hall regarding the hedgerows in the selected locations before the application was submitted. Action Councillor Robinson/Parish Clerk.
iii. Community emergency plan. Councillor Owen was not present at the meeting, and no further update has been received. Councillor Hall offered to take on the project as she has previous experience. Clerk to contact Councillor Owen and feedback. Action Parish Clerk.
iv. Planters. Due to the extreme weather in the summer, the planters have not yet been purchased, and the project will be put on hold until spring 2027. Action Councillors Robinson and Cunliffe.
2026.09.09. Thermal Heat Gun. It was agreed to deliver the leaflets at some time in October in time for the colder weather. Action All.
2026.09.10. Correspondence and Councillor updates.
An update from the Whisby Quarry community development team regarding mineral prospecting works taking place on c.212 acres of agricultural land that Tarmac recently purchased to the north of Whisby Quarry, located either side of the existing site access road.
It was noted that Tarmac has a community grant scheme and it could be an opportunity to have village gateway/entrance signs installed in Whisby. The parish clerk will look into the costs involved as the entry level for the grant applications is currently £10k. Action Parish Clerk.
