Minutes of the Parish Council Meeting held at the Stable Yard Office at Doddington Hall on 6th July 2026 at 6pm.

2026.07.01. Welcome.  Councillor Robinson welcomed everyone to the meeting and thanked everyone for their attendance.

2026.07.02. Public Forum. No members of the public were present.

District Council and County Council Updates

North Kesteven District Council

Apologies were received from Councillor’s Johnston and Goldson

Lincolnshire County Council

Apologies were received from Councillor Woodruff along with an update which included the following news.

A number of new consultations are taking place on the “let’s talk Lincolnshire” website which include:

Proposed mainstream SEND hubs (nearest to us is Metheringham).

Short break respite services.

Consultation on the Local Minerals and Waste Plan.

Lincolnshire will host stage 1 & 2 of the Tour of Britain on 2nd & 3rd Sept 2026, the first national tour to the city in over 30 years.  Lincoln will host the start and finish of stage 1. Boston will host the start of stage 2, finishing in Skegness.

Local artist Matthew D. Wrights stunning 6 meter long ‘The Papestry’ is now on display in the Usher Gallery until the 14th July. The continuous pen drawing covers one of Lincoln’s most picturesque and historically significant areas: stretching from Lincoln County Assembly rooms on the Bailgate to The Rest Hotel on Steep Hill.

Apologies were received and accepted from Councillor’s Hollingsworth, Moody and Whiles.

2026.07.04. Declarations of interest. None.

2026.07.05. Minutes of previous meeting.

Notes taken at the previous Parish Council Meeting on 2nd March 2026 were approved as a true record of events and signed by the Chair.

2026.07.06.  Finance Report

6.1. Items of expenditure and income received were agreed and noted.  Appendix A part i.

6.2. The budget position to date was noted.  Appendix A part ii.

2026.07.07.  Planning.  The following planning application was noted with no comments.

Reference: 26/0792/BGS.  Proposal: Application to establish Biodiversity Gain Site (without planning permission). Location: 2 Parcels of Land Off Black Lane and Whisby Road Pickworth and Doddington Lincoln

2026.07.08. Clerk’s report.

i, Traffic calming. No update has been received.  It has still not been determined if a pelican or zebra crossing is required with a traffic survey pending.

Councillor Hall has supplied the latest figures from the speed indicator devices. The data will be analysed and sent to Highways for information.  Action Councillor Robinson.

ii.   Village gates.  Councillor Robinson will chase Highways regarding approving the second identified location.  Action Councillor Robinson.

iii. Community emergency plan.  Councillor Owen was not present at the meeting, and no further update has been received.

iv. Planters.  Councillors Robinson and Cunliffe will proceed with the project.  Action Councillors Robinson and Cunliffe.

 

2026.07.09. Correspondence and Councillor updates.

The Parish Clerk advised that the pads on the defibrillator are due to expire with replacements currently unavailable.  It was agreed that a replacement defibrillator should be purchased.  Action Parish Clerk.

Councillor Robinson advised that the payment debris at the junction of Kennel Lane and Main Street was removed in April 2026 but not the debris from the pavement on the corner of Lincoln Road/Main Street.  This would be chased up.  Action Parish Clerk/Councillor Robinson.

2026.07.10. Date of next meeting.  7th September 2026

Councillor Robinson thanked everyone for their contributions, and it was agreed to monitor the new start time of 6pm and assess if this works for all involved and adjust accordingly. The meeting concluded at 6.36pm.
